Microsoft Windows reserves one fifth of the available bandwidth for windows updates and other purposes. You can get back this bandwidth by following this simple tweak.

Local Computer Policy -> Computer Configuration -> Administrative Templates ->Network -> QOS Packet Scheduler -> Limit Reservable Bandwidth.
Double click on the Limit Reservable bandwidth. It will tell you that it is not configured, but is interanlly set to 20%. You can check the Explain link, which would provide you with the following explanation:
“By default,the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default.”
So, the tweak here is to ENABLE reservable bandwidth, then set it to ZERO percent.
This would manually override the system to reserve no bandwidth, rather than the default 20%. It works on all versions of Windows from windows 2000.
